Blue Shield was growing and had limited expansion opportunities in its current configuration. The CAC Group was hired to compare all market opportunities for consolidation versus the status quo and renewing in place. After a thorough search of the market, several unusual opportunities were sourced and a comprehensive quantitative and qualitative analysis was completed. The analysis revealed that a single building facility solution, in a significantly vacated high rise, would best complement Blue Shield's revamped strategic plan, organizational structure and branding initiatives.

The CAC Group secured a long-term lease for Blue Shield at 50 Beale Street, ideally located only one block from BART and close to the Transbay Terminal and the Ferry Building, the former corporate headquarters of Bechtel Corporation.

This was the largest office lease in San Francisco in 1996.
